About and method
PlexFees is an independent website that estimates development fees for multiplex projects in 19 Metro Vancouver and Fraser Valley cities. It is not affiliated with any city, regional district, school district, TransLink or the Province.

Method and sources
We record rates and effective dates as facts from public bylaws and official rate pages, and link to each source. We do not copy documents.
- Municipal DCCs and ACCs: each city bylaw or rate page.
- Regional DCCs: Metro Vancouver water, liquid waste and parkland DCC pages. Rates shown are those for permits issued on or after July 24, 2026.
- Draft Metro Vancouver 2028 to 2030 rates would charge multiplexes of 3 or more units the apartment rate per unit and duplexes the townhouse rate. Not adopted yet; this calculator uses current rules.
- TransLink DCC: TransLink Bylaw 159-2025, effective January 1, 2026.
- School site acquisition charges: provincial regulation maximum schedule, used only where the school district is confirmed to charge it.
Simplifications: one building form per project, one average unit size, city-wide rates only (no area-specific add-ons), no exemptions, waivers or in-stream rules, no credits for existing units. Building permit fees are calculated from each city's valuation schedule for the cities that have one on file, using the construction cost per sq ft you enter; other cities show coming soon.
How it works
The steps are on How it works. Each line shows the amount, the bylaw, the effective date and whether we have verified it. A line with no rate on file says so and is left out of the total.
Who it is for
- Builders sizing up a lot for a 4-plex or 6-plex
- Buyers checking whether a multiplex pencils before they write an offer
- Realtors answering "what will the city charge?"
Do not use it as a final permit budget. The city sets the amount you pay.
Common questions are on the How it works page.
